2003 merc 6 hp 2 stroke wont run at wide open

Had the boat out this weekend. Started great every time. But would not run at wot. Ran fine at half or 3/4 throttle. . It has new plugs , cleaned and adjusted carb per manual.
It acted like it was starved for fuel........my ideas are : fuel filter,fuel hose and check tank and vent.
Anything else I should check?

Any input will be greatly appreciated.
