Looks like a stress crack in the top cap. You may have larger problems that allowed your boat to flex enough to crack the cap like that. If everything else is solid, I'd just keep fishing. As how to fix it, I'm not sure. All my glass experience was transom, stringers and such. Stuff that is never seen.
