Johnson 6ohp revving high in neutral and gear

Went to look at a boat that had a 1988 johnson j60elccr on it. Engine had not been run in a while. It fired right up and seemed to idle ok, went to put it in gear and it was ok for a minute but when it throttled up the engine kept revving high even when backed down. Shut off and when it fire back up, engine was stuck revving high in neutral. Any thoughts on a possible cause. Dont want a motor with major issues. I appreciate the help!

Check if the throttle cable, cable may be stretched or out of adjustment and not returning to throttle stop position on its own.

I gave the cable a quick glance but I will take a closer look at that. Thank you. I am assuming that from not being run for awhile and the gentleman not letting it warm up enough that something is sticking in the open position. I appreciate the help.
