low rpm and speed

I cant get more than 4200 rpms or 10mph.I have gone through my fuel system from inside the tank to the injectors.had injectors tested showed good. New plugs and filters.I was running 22mph at 5600rpm.any suggestions would be greatly appreciated.Thanks

I would like to know the cause, as I am having the same issue. However my motor has never reached over 4200 rpm. It is a 73' merc 850 with a jet pump. It runs fairly well and plains out to about 22 mph, but motor is rated for 5500 rpm. I Have new fuel lines pump and rebuilt carbs, link n sync done. What gives

Sorry i didnt give enough info.It is a 07 mercury 40hp 4 stroke fuel injected on a 18ft pontoon
