Tuning idle question.

Hello Friends, my project still has not seen the water after 3 1/2 years of dry dock but am very close. Trying to tune the last motor (1983 Tiara with twin 470, mercruiser 4's)and have a hopefully easy idle question. The manual says rmps 650 to 700 at idle in gear.
I guess first question. Can i put it in gear in drydock with the muffs on it to do this?
Second question, If i should not do this. What should i set it at not in gear just to get close?

I imagine under load rpm's would go lower than what it was in neutral, so does setting it at say 725 sound like a good starting point to get close before i tinker in the water? I guess i could also look at the other motors (unmolested by me and not tuned up yet) rpms and do the same.

700 rpms on the muffs will get you close to 650 in drive....i had a 1989 3.7 224 which is a 470
