tohatsu 2 stroke 2001 9.8 hp forward/reverse switch not working

I can't get the lever from neutral to reverse. It feels like it's gonna break if I force it, so how do I fix it?

That happens with engine on or off ? If off, you should not be doing so, if insisting definitely will break the lever, will work perfectly when shifting forward or reverse while engine is on.

Indeed. You cannot shift if the motor isn't running. If it won't drop into R when running, either the linkage is jammed, or there is a problem in the LU.
