http://www.youtube.com/watch?v=S8x-SExDuW8&feature=plcp Here is what its doing.

Things ive done/checked are as follows:

1: Compression 120psi on both cylinders
2: New plugs
3: Disassembled, cleaned, inspected and reassembled carburetor. (It was perfect inside)
4: New fuel lines
5: Verified timing is opening all the way and carburetor is opening fully under full throttle.
6: New fuel, tanks
7:Disassembled fuel pump, inspected and reassembled (Everything looked good)
8: Checked all wiring for corrosion/loose connections
9 Verified both cylinders are firing (But have not done spark gap test)

I just dont know what else to do, please if someone could help me i would be GREATLY appreciated.... It just simply has NO power and wont rev under a load. However, if put muffs on it, or in a test tank it will rev out like its supposed to. Just not under a load.

P.S. Pumping the primer bulb does not make a difference, so i "think" ive ruled out a bad fuel pump.

I love number 7 You missed your space bar and got a Smiley :D

I would check your coils over and make sure they're not cracked. If you have antique coils, then they will need to be replaced. It would be good to replace the spark plug leads at the same time, if you do coils.

Get a squrit can of premiix fuel, take the air box cover off and run it. When it surges, squirt some fuel in the carb throat and see what happens. If it picks up and runs go over your fuel system again.

Hey. My 79 Evinrude does something similar. Today I found that the previous owner had use a "universal" gas line from the tank. I tossed it (it wasn't in good shape) and got one fitted for OMC. The motor really wasn't getting much fuel with that old line. This is just a baby step and I hope there's nothing worse wrong with it, but please message me if you find the problem with yours.

seems to me you can hear the rpms increase dramatically as long as you are squeezing the primer bulb every few seconds...is this the case?...is the vent fully open on the tank?...that surging often indicates air entering the fuel supply somewhere

Yea, that sounds like a fuel delivery issue, now that I saw the video. You might also check and make sure you don't have a weak fuel pump too.

Hey guys thanks for the replies. I took it to a boat marina today and he had me back it down the ramp and spray a bit of carb cleaner in the carb as it was bogging. He said if the R's pick up its def a fuel issue. Sure enough, it picked up. So he had me pull my carb. We took it inside and he disassembled it for the 6th time (At least) and said "Its super clean inside here" So he started putting it back together. He grabbed the bowl and went to put it on and said "Wait a minute, isnt there supposed to be a rubber washer on here?" I said "Rubber washer?" So he went and grabbed a carb kit for my carb and sure enough i had lost a rubber washer that makes a seal against the idle circuit and bowl. So he put it in, reassembled my carb and she runs GREAT now!!. All this time and it was my fault because i lost a rubber washer by accident while taking the carb apart to inspect it. He charged me 29.99 for the kit and 10$ in labor even though we worked on it for a good 45 minutes. Old timers are the best mechanics! Thank god for him i would have never suspected it.

Wow! If you get a chance can you post a vid of your "new and improved" motor? I'd like to see how she runs so maybe I can hope and pray that's what mine will be like :p Also what kind of boat does it run on?

You the man boobie! Exactly what my mechanic told me to do also. I would have done that myself, but since id had the carb apart so many times, i was 100% sure it was correct! Ive never seen a rubber washer like this in any small engine carb ive rebuilt/cleaned and ive done 100's! Just not boats! Next time ill know.

Edit* Yes, i will get a new video probably this weekend of the new and improved engine! It's running on a 16ft landau flat bottom. Good fishing boat :)

Mine had that gasket rot away due to ethanol. I was having similar issues, I took the carb apart and it was super clean as well except for the crusty o-ring and the bits of rubber in the bowl. I ended up getting a viton oring (after a member here told me what size o-ring I could use as a sub for the one in the carb kit). My motor now runs great just as was the case with yours.

I tell you carbs are such finicky little things. If everything isn't just the way it should be it can sure make the motor do some crazy things.
