water leak from freezing

This is a '97 60hp Mercury on a 15 ft Whaler. SOMEONE did not do their winter maint and now with a hose on the water intakes there is a spray of water from in front of the lower unit. Inspection shows a small crack. Can this be filled with JBWeld or something similar to stop up the crack or am I looking at something major?

You might post a picture. Normally outboard are self draining. The only normal danger is for water that got into the gearcase oil to freeze. Water external to the gearcase is not usually an issue
