I have an 84 johnson 70 hp and it is idling at 2500 rpm.I just got the motor and I had too replace the water pump.I cleaned the carbs, everything looked good so I did not get carb kits.I have the throttle disnonected and the butterflies are closed.I need some pointers I am mechanically inclined just a little new to outboard engines.By the way the engine is running the same as it did before I cleaned the carbs.
