Electric Shock Drowning

I do not know if this has been covered here but 4 children died the week of the forth because of ESD. I have tried to gather information to see what can prevent this from occurring. I have found several types of dock systems but they are expensive and I do not expect to see any docks switch to them unless mandated. What can be done to a boat to stop this?

Use a GFI. I bought several of the $15 ones to use when I plug anything in outdoors like my onboard charger.
Houses are required to have GFI receptacles (at least in NY) in kitchens and bathrooms. Check to see if your boat does too.
I don't know if dock power has built in GFI's. One would think it would being around water but check out this sites list of various GFI's.

Yes it's really sad how places don't monitor their electrical connections. An 11 year old girl from my area was electrocuted while playing miniture golf at Orange Lake resort in Orlando FL, when she stepped into a small pound to retrieve her ball.

I bought the $15 one for my Daughter too. I flip out when I see her walk over to plug her battery charger into this outlet next to her boat on a post at her house rental. I see her walk over in sandels in the grass. If that grass is damp and there is a short she's cooked!

update: I did not see the "drowning part of your question. GFI's prevent your boat from electrocuting someone. I don't know abouts other boats. When you are swimming around them.
First off, I would not swim around boats at a dock.
I'd swim in bays that have boats like rafting or anchored etc since they are not plugged into a dock.
