Stuck cabin hatch .. How to loosen

I recently bout a cuddy cabin and the bow hatch window has two arms and each has a knob attached to a very small "bolt". The knobs will not turn so when I open the hatch I cannot get turn them to keep it open. I tried pressure on them with pliers but they still won't budge, also tried wd-40 and it did not work either. It does not look like there is any play room in there where the wd-40 would be able to seep into. Any help would be appreciated so I can stop propping up the hatch with a paper towel roll hehe

WD-40 used to be the go to product of choice. I see many have moved to and I have used PB Blaster (I bought my spray can in NAPA).

It recently got a stuck drawer bar in my trailer hitch that was rusted in their pretty solid for like two years since I least removed it. Several weeks of soaking with PB Blaster (and a slide hammer finally freed it).

Try soaking it down several times a weeks for a week (hold a rag under it). It seems to work its way into threads over several treatments.

Can you cut them out and replace?
