1998 force 75 hp voltage regulator

I was minding my own business boating down the lake when the voltage regulator caught fire. Before
i replace it, what would cause the fire? Stator,trigger???

The regulator/rectifier is fed by the stator. Most of the time the reason they burn is just simply due to age or because lack of grounding. If the regulator fails (and it is usually is the first to go) the rectifier will also go due to high current. Replace it and then test for voltage output. If the tachometer is still working after you replaced it most likely the stator is still good. No, the trigger is not on the same ckt as the regulator or the stator.
