Trim wont go up in gear under power only further down . I found that the fluid in the reservour was milky pink with gray junk on bottom. Emptied it out, cleaned it, cleaned filters and ran pump up and down. Emptied, repeat. all clear. No fluid leaks at cylinders. Boat is knew to me. That fluid may be 22 years old ? It seams that the second cylinder that the lines cross over to seems lazy( No load on land). Still wont work in the water under power!
