Small hole on Mariner 6HP Carburetor Top

This carburetor is from a 1999 Mariner 6 HP.
It won't start.
After carefully check all around, we found a small hole on its top side.
Please see attached pictures for reference.

What is purpose for this small hole?
Is it normal or a defective carb body?

Any idea would be greatly appreciated.

Any idea?
I tried to fix this hole, but the motor still won't stay idle --- no change!

Just confirm that the hole is a defect, no purpose and must be sealed.

have you run it before you fine the hole ? that hole could not stop the motor from running. I had a 6hp not used in years , I had to replace all fuel lines and vac lines too . they dry out and small crackes you may not see
