2003 5.7 EFI 3500RPM Max WOT

I just purchased a used 2003 Bayliner with 5.7 Mag EFI. The problem is a max wot of 3500rpms and 12-15 mph. I can back the throttle down to 1/2 to 2/3 and still have 3500rpms. I had 100 gal of new fuel, changed the inline and water separator filters, checked all spark plugs and regaped at .060. It seems to run perfectly from idle to 3500 and then just fall flat. It seemed to use a extra lot of fuel when trying to push past 3500. I was told that this could possibly be the secondary electric fuel pump. Any ideas on getting this tested and corrected?

Ayuh,.... Welcome Aboard,.... Did ya find anything in the filters, besides gas,..?? What'd it Smell like,..??

Emptied the filters into clear bottle and all the gas was clear with no water or sediment. Is there a screen or filter in the electric fuel pump?
