2003 5.7 EFI 3500RPM Max WOT

I had 100 gal of new fuel, changed the inline and water separator filters, checked all spark plugs and regaped at .060. It seems to run perfectly from idle to 3500 and then just fall flat. It seemed to use a extra lot of fuel when trying to push past 3500. I was told that this could possibly be the secondary electric fuel pump. Any ideas on getting this tested and corrected?
