Starting issue with 2008 Mercruiser Sterndrive

I am having some problems with my 2008 mercruiser 3.0 alpha one sterndrive. When I turn the ignition key my dashboard wont light up and wont start the engine. Everything else works (ie blower, lights etc) but wont turn over or show my gauges. Battery and fuses are all good. There is this white part that attaches to front of starter where a battery cable connects to on the bottom and some red and orange wires on the top but dont know what this part is called. When I connect a wire between the two terminals of this part I can get the ignition to work but otherwise wont work so I am thinking there is a issue with this part. Any suggestions? Thanks

a small square looking plastic block. its a 90A fuse .was somebody doing any wiring recently and caused a spark

I pulled a rookie move when putting in my battery and attached cables to wrong terminals and there was a spark. could this have blown that fuse? otherwise no other wiring work was done

The square fuse Square fuse.jpg is mounted on the starter solenoid.
