Suzuki 150 Tilt Stop Adjustment Problem

I have a 2007 Suzuki 150 on a Carolina Skiff Center Console.

The outboard will 7 out of 10 times power tilt up from both switches, but stops working intermittimently, but this is only when its up and "locked" with the trailering lock bar from factory.

It will not go up a half inch or so, so I can release the lock bar (cam) used for trailering.

Always goes down.

It wouldnt work for two days in driveway, tried it later and it worked. No clicking.

Battery is charged and new.

Boat sat for years, with low hours inside a building (less than 10), and I had some work done to the power steering system, by a boat business.

Could it be the full up tilt adjustment?

Can someone explain where to find this and how to adjust, please?

Sorry to say there is no adjustment like that on the motor.

Probably need to try jumping around the switches at relay when it happens again to rule out wiring and switches.
If that is not the problem then you are left with relays or motor itself(brushes,wiring, etc.)
