Idle Tubes required for 40HP Mercury

I have recently purchased a used boat with a 1989 40 HP Mercury motor. The engine was not idling correctly so I decided to rebuild the carbs and the fuel pump. During the carb rebuild I noticed that the idle tubes were not present in the carbs. So either the previous owner removed them or they are not required. Since the engine has not been idling correctly I am assuming they are required.

Could someone please confirm if the idle tubes are required? Several of the parts sites show the carbs without them listed which is adding to the confusion.

If it helps any the carb is set / built up for the idle tubes - but all that is there now is the welch plug.
