How to identify an old outboard with no ID tag

Hi, my brother bought a 14ft boat about 15 yrs ago with what is supposed to be a 1971 Johnson 20hp engine. It quit shortly after he bought it and it has been sitting for all this time. I would like to rebuild it for him but there is no tag with model and serial number on it and it has been painted so there is no ID on it that I can find. Anyway is there any way to identify it, are there any numbers stamped on the block that would tell me what it is?

Dave,
I am not sure if this will not or not but on the 1950-60's outboards they stamped the engine with a Model number. The Model number was located on the engine on the welch plug. The welch plug looks like a freeze plug found on automotive motors.

If the serial number is locateable use the following site to pinpoint year/model;

If its a Vintage model look down the page more (more links); If its vintage you will have to use Ctrl-F in Internet explore to find the model quickly.

Further,
Its usually about the size of a quarter and found on top of the engine.
