79 115hp evinrude high idle poblem

My 79 115 rude will run good out of water but in water will run at high idle when u lower the idle it dies I have cleaned both carbs tested compression it was 134 135 135 and 125 replaced fuel pump, fuel lines,
coils any ideas

Have you checked the spark on it with an open air gap spark tester ?? Should jump a 7/16 " gap.
