35hp mercury outboard cooling system issue

I have a 1988 Mercury 35hp 2 cycle outboard. I replaced the water pump impeller and the engine still overheat and no water comes out of the tell-tell. I pulled the lower unit back off and noticed that the little cup that the upper end of the water pipe fits into is very loose, it appears to be only attached by a screw on one side. Is this normal?

I just did the same maintenance on my 87 35hp and assuming they are the same there should be 3 screws.

Same thing here on the same motor. I had the water start and stop all the time. Impeller after impeller, no luck. Hooking the hose up would sometimes force enough pressure through the system. However, on the lake...no dice.

Fortunately once those three little screws were tightened it was like a new motor.
