I'd try adjusting where the drive unit shift cable sits in the slot on the shift arm assembly in small incriments.
I had a similar issue where my reverse wasn't engaging fully, i followed the manual on how to adjust and still had the issue. The manual said the drive unit shift cable should be positioned in the bottom of the slot of the shift arm assembly. I moved mine to the top of the slot and re-adjusted the cable, working fine now. The cable had been set to the top by the previous owner's boat repair guy etc... I figured it was wrong and put it where the book said and got this problem.
