First time replacing impeller and noticed that the centrifugal slinger was NOT installed by the previous owner. It might have fallen off or something, but I didn't find it anywhere.
****EDIT--- amazing what the advanced search came up with. sorry for wasting your time. Looks like it just acts as a barrier between the pump and exhaust gasses...
