9.9 mariner 4 stroke fuel filling up motor

After winter I realized I left fuel line from tank hooked up and found the motor full of fuel right up to the dipstick. After replacing oil and getting the fuel out, it ran for a couple hours no problems. Last trip out full throttle to dock, it started to hesitate a little with a hint of seizing up noise. Pretty much idled in and checked the oil to find it had fuel in it again.
Do you guys think it's the carb or fuel pump or what because I haven't got a clue!
