I think that is pretty slow for that combo. My 21 foot Dual Console with a 150HP Johnny will hit 37MPH. Are your readings from a GPS? Do you have the motor trimmed up to maximize speed? Do you know what your gear ratio is? we can use the prop calculator to see what the slip is. It would look to be real high.
