74 Starcraft Capri - Plate by the motor?

I am new to the boat world and am in the process of fixing up a Starcraft Capri. There is a plate by the motor where the linkage to the steering comes through and it doesn't look too good but the steering is fine unless it will be a different story once i put the boat on the water. It hasn't been on the water yet because I had to fix a few things up on it.

What motor do you have on it? That plate is meant to hold the steering tube. If your motor has a tilt-tube, then you can do away with that plate and mount the steering tube like this http://www.inkbox.net/whaler/parts/steering-arm.jpg Then you can just replace the plate with a new "cable grommet" "splashwell boot" or other such iboats store search terms :p

I have a 71 Johnson 50 hp, so technically i could just leave the plate and it won't do any harm ?
