1986 Hurricane Outboard hard to steer left (port)

First time on the forum so I apologize if this has been covered... Anyway I have a 1986 hurricane deck boat with a 2 stroke yamaha 175hp outboard on the back. The problem I have is steering left very difficult. Steering right is no problem. I have adjusted the fin on the motor and it cruises straight. When the boat is off the steering is fine both ways. So is this just the nature of the beast or can I fix this??

BTW its a push pull cable system by teleflex
