1979 Johnson 70 will only idle in water

My 1979 70 horse motor starts easily out of water. While out of water, motor will speed up, and idles nicely. When in water, motor starts with harder, and either dies when put into gear, or just "chugs" without speeding up. I have new plugs with what I think is good spark, and compression in all three cylinders is 120. Whatr do I do next. P.S. Gas is new, and mixed correctly. Thanks for any help.

i would look at the timing maybe advance it by 1\2 degree at a time & see what happens then
