starter motor turns strong but engine will not turn over

4.3 alpha 1 mericruiser, the starter turns strong however it does not turn the flywheel. At the fly wheel the starter makes a loud noise as if it were slipping. I changed the solenoid on the starter still the same problem. Battery is brand new. Not sure if it is relevant to the problem but I did nave to change out wires for a new radio but I checked all fuses and they were good.
