Evinrude throttle/carb problem

I have an '89 25hp and had a problem today with the motor holding konking out when it wasn't revved all the way up. I took off the cover and saw that the "lever" (sorry don't know what it's called) to the left of the carb is not moving AT ALL until the throttle is pressed all the way forward - and so, no fuel is getting to the carb at all unless I have the thing floored. My throttle cable seems to be moving fine and in sync with the trottle.

Does anyone know what the "lever" by the carb is called, and if/how I can adjust it so that it gets back in sync with my throttle and cable?

Sorry for sounding so vague - I just don't know that that thing is called!

Mike, You are flirting with disaster. Do not start the engine at full throttle ever. With that said you may care to go to a parts diagram for your engine either at this site or ********** or marine engine .com. It will help you get the help you need from this forum . Good luck.
