You can sacrifice a phillips screwdriver with a long shaft. Cut the handle off of it and bend it 45 degrees at the appropriate length that will clear the top of the trim motor. It will be a little tedious and tricky but not as much work as taking the motor off. Even with the motor off the boat there isn't a clear path to that screw. If you go this route make sure you use heat when bending the screwdriver shaft, hardened steel has a tendency to break rather than bend unless heated up with a torch.
