85 Mariner 40hp does not run well when throttle is incresed

I have cleaned the carbs and the fuel filter looks clean.

The issue is this -- I can start the motor up with no problem and put it in gear and run it at around 2-5mph but as soon as I want to go faster it bogs down and wants to die. It also seems to be surging a little when I leave the throttle in one spot. I am at a loss here and do not know what to try next. Please help!!!

Start with a compression/spark test.
Then look into the fuel pump.
Any inline connectors? They could be sucking air.
Tank vent,open?
Built in tank,vent line clogged?
Plugs burning ok?

Should the primer bulb on the fuel line stay firm while running the motor? That is the only thing I have not checked. So basically you think it is lack of fuel and too much air?

I just wanted to update this post with my solution to the issue. What it came down to was the fuel line and primer bulb. I bought the whole kit and replaced and it worked right away. Thanks for giving me some ideas on where to start.
