73 Johnson Outboard Ignition Trouble

Hi everyone, I have spent tons of time reading these forums but this is my first post. About 2 months ago a bought a 73 Johnson model number 65esl73r. I have rebuilt the lower unit and now am having trouble starting the motor. I got the battery connected and turned the key, nothing happened. If I jump across the two large posts on the solenoid the starter spins, so I know i'm getting power to the solenoid. I guess I'm not really sure where to start. I am definitely no expert, so any suggestions would be most welcome.

There are two small posts on the solenoid, one goes to ground through the safty switch, the other comes from the ign switch. When you turn the key to start, it should energize the solenoid, have you checked for voltage on the small terminal on the solenoid?
Look at the starter circut on the schematic below, should look like yours.
