Eska model 5hp air cooled motor running problem

I have and Eska 5hp air cooled outboard model number 1189. I have have had it running but it has been "chugging" pretty bad, as when the throttle is up it fluctuates in and out. It almost sounds like it is a gas flow issue but i am not sure. So far i have disassembled and cleaned the carb, replaced the fuel lines, and added an in-line fuel filter. I am using a 24:1 oil ratio with the appropriate oil as suggested by another member. Does anyone have any suggestion on what to try to improve the performance and get this baby running consistently again? Any suggestions would be appreciated. Thanks!

sounds like a points/condencer problem to me. there cheap enough and seem to be the only thing you havn't done

Problems as you've described may be the carburetor adjustments. Sounds like it's fuel starved. Try opening the high speed jet gradually; allowing a minute or so for it to stabilize. If it gets worse go the other way. That's my take. good luck!
