Evinrude starts, sounds good, but dies immediately

1966 9.5hp Sport twin. Carb cleaned, new plugs, compression good. It starts right up, but dies after 3sec. or so. The throttle arm is a bit stiff as well, not much movement. Feel like it should turn more than about 1/2 in, like it's sticking up inside. Please help, not familiar with boat motors at all! Ok, we have spark, reeds checked and good, getting fuel as far as float boal at least, pump working, slow needle in perfect contdition, carb cleaner ran through it, tried new fuel. May not be getting fuel all the way through.... Still wont run for more than a few seconds. How do I tell if it's an exhaust issue? What are some other troubleshooting ideas?

First, the throttle is not moving much because there is a safety mechanism that prevents the motor from overrevving in neutral by stopping the throttle rotation. The throttle will turn all the way in forward or reverse. You need to do a spark check to make sure the spark will jump at LEAST a 1/4" air gap with a bright blue spark. It sounds like you have a fuel problem. When you pump the primer bulb on the main fuel line does it feel like the carb. bowl is filling? Does it keep running if you pull the choke?
Lastly, those 9.5's don't like to run in a barrel and will choke on their own exhaust fumes and-----the exhaust seals sometimes leak exhaust fumes into the cowl. Try running it without the cowl on, and try running it with a fan blowing the exhaust fumes away from the motor.
