I have a 1973 Evinrude 18hp. It starts and runs good, but the fuel line will not stay charged and I have to continuously pump the primer bulb to keep it running. I bought a new tank and line, but that did not fix it. I thought about changing all the lines in the carb. Is there something else I should look at.

You're describing a faulty fuel pump.

+1. Classic sign of a bad fuel pump. If the pump is not rebuildable, you'll have to replace it which can be a little pricey. Before buying new ask around here in the forums for a good used one and/or place a WTB add on aomic.org. You could also replace the factory pump with a different brand. It would take some slight modifications, but would work just as well. Here are some handy links.
