I'm looking at buying a used bay boat and i see some have white shining decks and some have a duller off white with colored threads in them. whats the differance and is one better than the other ? If some one knows please clue me in.

One is an uncoated fiberglass deck and other has gelcoat on the deck. What's better depends on your needs. Gelcoat gives you a "finished" look but it will chip if you drop something on it. Gelcoat also takes a lot more work to keep clean and shining.
For a pure fishing coat I'd go with a fiberglass deck. You can always throw a coat of paint on it from time to time to keep it looking good
