evinrude 70 hp won't go on its own

1982 3 cyl evinrude 70hp it will idle fine but when I put it in drive or reverse it will stall out unless I hit the electric choke then it goes

Clean and rebuild your carbs as a start.Remember to remove the high speed jets from the float bowls, not just clean where they are!
