shift interrupter issues

hey folks,
my shift interrupter on my 3.0l cobra does not seem to be working.
the micr switch seems to work by doing continiuity tests but my engine is still not idling down to shift.
what can i check?
can i check the module itself? if so how?

2 ways to test

1. out of the water, lower the drive as normal, run the engine with water from garden hose, then simply move the shifter arm at the engine OR the arm of the micro switch, the engine should stumble. ( shifting the outdrive out of the water should NOT activate the shift interupt )

2. In the water when you come OUT of Gear ONLY F or R should the Shift Interupt actuate. and it doesnt "lower" the idle per say,
it intermittently interupts the spark, but not so that the engine shuts off, just enough to take some torgue off the Dog Gears.

You can also unplug the connector that connects the switches and powers the ESA and jumper the pins to eliminate the switches as a problem.
