Low speed or neutral over heat! Water pump kit new stats good slow stream of water and poppet clean. Also exhaust looks clean.temp won't stop climbing but when in water pass a trolling speed cools of and will be fine. Only at idle and off idle please help!?

If all else is good waterpump, poppet, and t-stat. Then you might want to pull the heads and water jackets and clean them

Did you look at the water pump housing to make sure it does not have a problem?
Sounds like water pump is not pumping enough water at low RPMs or something is dumping some of the water
