The needle/seat in the carbs is what controls the fuel flow. If it is flooding I would check and see if there is any trash stuck in the needle/seat holding it open. Check the float level while you are in there to make sure it is adjusted properly.

Do the carbs leak when the motor is off? The fuel pump is not going to flood the motor if the inlet seats are properly adjusted. Daviet is spot on. I have had carb troubles, and had to adjust the float needle height a 1/32 higher than spec in order to keep my carbs from leaking. If you have not replaced the seat itself, or the needle, then this is more than likely your culprit.
