my 9.9 Evinrude 1993 motor was knocked over by my dog and since then it has been leaking small anounts of oil out of the propeller. if it is a problem, how do i fix?

you need to verify whether its gear oil or just unburnt fuel/oil.( is it black and smells like exhaust?) have you checked the condition of the gear oil to see if there is water intrusion? if so, and all looks good, remove the prop, wipe the prop shaft clean and let it sit overnight, then have a good look at the area where the shaft comes out of the gearcase.
