fuel problem

johnson9r70c motor won't run unless choke is 7/8 on.Fuel pump was leaking that has been replaced with a new one.Carb was removed and cleaned.It also has new plugs,the engine will run from slow to fast but the choke has to be on.

1970 9.5hp Johnson - You're overlooking something within the carburetor. Way in back of that 7/16" hex bolt that has a screwdriver slot in it is a brass high speed jet. No doubt, it is fouled, clogged, gummed. Clean it with a piece of single strand steel wire as solvent just doesn't do the job properly.
