1978 Johnson 85hp Primer bulb issue?

Hello..when going to start my motor the other day and it has done this in the past...the primer bulb is already so firm that I cannot squeeze it. Is this normal or could this be a reason it has trouble starting sometimes? I don't use it that often so maybe gas vapors getting built up in the fuel lines causing pressure??

The only way the fuel primer bulb could build up pressure like that would be if the following conditions were met............

Fuel tank vent closed or fuel valve between tank and primer bulb is shut off.
Fuel line hooked up to both tank and engine.
Engine sitting in a normal running vertical position.
Fuel tank and/or fuel hose exposed to a heat source (sun).
