P.O. Apparently coated the bottom of my divided aluminum boat with what appears to be old roof sealer tar.it's hard as diamonds, appears scraping would take about a year. Sanding would load up the paper so bad it would take a ton. Any suggestions?

Is the coating on the inside or outside of the hull. Sounds like Gluvit to me...standard procedure on the INSIDE anyway. No reason to remove it unless you're still getting leaks.

I wonder if it is bedliner

Try an angle grinder with a cup brush and make sure the cup brush is bronze or stainless steel.

Try taking a heat gun and putty knife to it and maybe you can remove the bulk of it. Then switch to a cupped brush as Bob_VT suggested. What material is your hull made out of?

I wonder what it's covering up.
