4.3L Alpha Torsional Damper Bolt Torque Spec

Location: Annapolis, MD
Boat: 2006 Tahoe 215 I/O
Engine: V6 Mercruiser 4.3l TKS
Engine Serial: 0W344165

Hello all. I have another question on torque specs... this time for the torsional damper bolt.
Service Manual #25 indicates 40 ft-lb in the table on page 3A-3:

and then later indicates 74 ft-lb on page 3A-60:

I assume both are referencing the same center bolt connecting the damper to the crank shaft... especially since the torque spec for the three bolts attaching the pulley to the damper is separately listed as 35 ft-lb.

Any assistance in getting the correct torque spec will be greatly appreciated.
Additionally, please let me know if I'm somehow screwing up an interpretation of the manual. I posted a similar thread about the intake manifold torque spec discrepancy and want to make sure I'm not just misinterpreting the manual before possibly starting any future threads about torque specs.

For what it's worth, ^^^ Merc service manual #32 - 90-864261 - 4.3L MPI engines only ^^^. In the engine mechanical section of the november 2001 edition on Page 3A-87 & Page 3A-12 torque specifications they both list,
Crankshaft Pulley Bolts 58 Nm 43 lb-ft
Crankshaft Balancer (Torsional Damper) Bolt 95 Nm 70 lb-ft

Install crankshaft balancer washer with washer crown facing front of engine.

It appears that Merc had an error in the specs on page 3A-3 of manual 25. newer manuals show the correct specs as FunTimes explained.
Here's the page from manual 32.
I also checked Volvo manuals for the same engine, they have the same thing as below.
