I have a 1999 Johnson 115 HP motor that looked and ran like new. Motor was not abused in any way. We were cruising along and the motor just locked up. The only I did different was to use Quicksilver Premium Plus 2-cycle TC-W3 certified oil. Could this have been a problem for this motor?

First thing I would do is drop the lower unit and see if it will turn over by hand, that will tell you if your problem is in the lower unit or powerhead.

The oil is not an issue. The gearcase may have seized as Daviet cites. The motor may have overheated and seized or the oil injection could have failed. You will know more when you determine what happened.

I dropped the lower unit. Lower unit was locked up. Motor turns over now. Thanks for the suggestion.

OMC had probs with those gearcases back in those years. Anything protruding out the sides of it ??
