Volvo Penta I/O Issues are Higher RPMS

Took my boat out for the first time and it seems to idle fine. When I first give it throttle there is a dead spot (This was normal last year and it usually takes off after I go past it) but once I pass the dead spot it doesn't want to go past 2500 rpms and runs like crap. In neutral I can rev it up but doesn't rev smoothly(It will go over 2500rpms). I rebuilt the AQ125B carb last year. I have fresh gas in the tank. I am going to check the inline fuel filter which the previous owners installed and mess with the mixture screw and idle screw on the carb.

Any other suggestions would be greatly appreciated.

Also if someone could link me to a manual that would also be appreciated.

I just started it out of the water and now it seems like it revs up fine after I get past the dead spot. I am afraid if I go back to the lake as soon as I put it in drive its going to do the same thing...

they will always rev up without load. the issue is you may have to clean the carb again. it sounds like a fuel delivery issue.
