The rubber covers are circuit breakers. Just push in. Chances are the lights are fused in-line or from a 12v+ bus bar. i doubt they would be breakered, but it depends on whether they were factory or aftermarket. To find the fuse, get under the console and start tracing wires back from the hardtop or go from the battery forward. A test light helps to see if you're getting voltage up there.
