1988 Mercury 60hp throttle issue

I just bought a used 1988 merc 60 horse that runs like a champ but while under load in the lake it boggs at 2300- 2500 RPM first of all what is the WOT RPM for this motor? and I used seafoam and got an additional 500 RPM out of it but still boggs how can i tell if it is sucking air somewhere?
